Marin Kirizumi has lived her life "suppressed" because she is a magic user. "If you become the strongest, you will be 'liberated'." Relying on the words her father left behind, she descends upon Shibuya at night to gain her freedom.

When Sari Nishijima awakened to her magic, she decided to use her power for the sake of order. She enforces her own sense of justice to protect Shibuya from illegal drugs that transform people into monsters and from forces with dangerous ideologies.
