Since its serialization began in 1964, the series has been Shotaro Ishinomori's life's work for nearly 30 years, and has been published in 16 publications, including monthly and weekly manga magazines and newspapers.

The "Blessed" are beings with supernatural powers far beyond human comprehension. They have been secretly manipulating human history since ancient times, and now they have begun to stir ominously once again. What is their goal? Dark clouds of war are beginning to hang over the world.

Journalist Lucy Davenport, one of the few people to suspect the existence of the "Blessed," visits their home in Texas, USA. She is greeted by the Zero Zero Number cyborgs, led by Joe Shimamura, aka 009. Through surgical modification, they have become capable of dealing with nuclear weapons, and have saved humanity from crisis many times since the Cold War. However, with the founding of the United Nations Guardians, the cyborg warriors were able to leave their mission of protecting humanity behind, and were finally able to live peaceful lives.

But Lucy's arrival and the threat of the "Blessed" once again lead Joe and his friends into a new war. Can humans ever forget war? Where does the future of humanity lead?
