This is the Molly Teddy Bear from Steiff, a long-established German stuffed animal brand. Steiff was founded in 1880 by Margarete Steiff and is known for creating the world's first teddy bears. She has light-colored fur and a light blue ribbon around her neck. Her ears feature Steiff's trademark "button-in-ear" design. She is very soft and fluffy. There are some stains in places.
